Post Office’s Rule to Earn Money

Today I go to post office to send a paper box. And many of them in the post office says that I must cover a white cloth around it or I must give them 4 yuan and use their box, which makes me angry. Only one post office says yes, I can send the bare box. One little box is worth 4 yuan? Why don’t they cover a white cloth on their box? Of course they have no such white cloth, how do they order the consumer to have the white cloth? It’s the rule. But they have the excuse to earn money.
